Google Ads Content Exclusions: Build a Deliberate Suitability Layer
Use content suitability, placement, topic, app, and content-keyword exclusions without assuming perfect coverage.

Google Ads content exclusions reduce eligibility on placements, topics, apps, videos, or content categories that do not fit your brand or campaign. Start with a written suitability policy, apply the narrowest appropriate control, and review placement reports afterward. Exclusions reduce exposure; they do not guarantee that every unsuitable context will be classified or blocked.
What are content exclusions in Google Ads?

These controls are different from Search negative keywords. A negative keyword addresses query eligibility; a placement or content exclusion addresses surrounding inventory or context.
Which exclusion level should you use?
- Account level for a policy that should govern supported campaigns broadly.
- Campaign level for a product, audience, or brand-suitability rule specific to one campaign.
- Ad-group level when the content rule belongs only to that targeting unit.
- Individual placements for specific websites, apps, channels, or videos.
- Topic or content controls for broader categories that the policy excludes.

How do you create a suitability policy?
Name the prohibited and sensitive contexts, the campaigns covered, the owner, the review cadence, and the evidence required for a new exclusion. Separate legal or brand rules from performance choices. A placement that has not converted is not automatically unsafe, and an unsuitable placement is not acceptable merely because it converted.

How should placement performance be reviewed?
- Review where ads served, not only aggregate network totals.
- Separate unsuitable context, irrelevant context, and weak performance.

- Log the placement, reason, level, date, and approving owner.

What can content exclusions not guarantee?
They depend on supported inventory, classification, settings, and platform behavior. They cannot replace publisher review, creative suitability, legal analysis, or ongoing monitoring. Avoid absolute “brand safe” claims based only on a settings screenshot.
Treat every exclusion as a scoped control with evidence and follow-up. The goal is a clear, reviewable suitability layer, not an unmaintained block list that silently constrains reach.
