Responsive Search Ads Explained: Setup, Pinning, and Ad Strength
How Responsive Search Ads actually work in Google Ads: the headline and description slots, character limits, when pinning helps and when it hurts, what Ad Strength really measures, and how to read the asset performance labels.

A Responsive Search Ad, or RSA, is the standard ad format in Google Search, and it works differently from the fixed ads most people picture. You do not build one finished ad. You load a set of headlines and a set of descriptions into a single ad unit, and Google assembles a version of the ad for each search from the pieces you supplied. This guide covers the mechanics of that setup: the slots, the limits, the pinning controls, and the two reports Google gives you to judge the result.

The slots: 15 headlines, 4 descriptions
One RSA holds up to 15 headlines and up to 4 descriptions. Headlines are limited to 30 characters each. Descriptions are limited to 90 characters each. Google counts characters, not words, and spaces count, so a headline that reads fine in your head can still be rejected in the editor.
Google does not show all of those at once. A served ad typically shows up to three headlines and up to two descriptions, and how many appear depends on the device and the space available. On a narrow phone screen the third headline is often dropped. That has a practical consequence: never write a set where headline three has to be present for the ad to make sense. Each assembled combination has to read as a complete thought on its own.
- Headline slots: up to 15, maximum 30 characters each
- Description slots: up to 4, maximum 90 characters each
- Shown at once: usually up to 3 headlines and up to 2 descriptions, fewer on small screens
- Minimum to save the ad: Google requires at least 3 headlines and 2 descriptions
Filling all 15 headline slots is not busywork. Every slot you leave empty is one fewer combination Google can test, and the system needs genuine variety, not the same claim reworded 15 times. Duplicate ideas across slots leave you with a set that looks full and tests nothing.
Pinning: what it does and when to use it
Pinning locks an asset to a fixed position. Pin a headline to position 1 and it appears in position 1 in every version of the ad, and nothing else can appear there. You can pin headlines to positions 1, 2, or 3, and descriptions to positions 1 or 2.
The trade is straightforward. Every pin removes combinations Google could have tested. Pin one headline to position 1 and you have taken that slot out of the experiment. Pin most of your assets and you have rebuilt a fixed ad with none of the testing benefit, and Ad Strength will usually drop as a result.
So pin when you have a real reason, not a preference. Real reasons: a regulated industry requires exact wording, your business name has to appear, or a legal line cannot be dropped from the ad. A useful middle path is to pin two or three interchangeable headlines to the same position. Google still gets to test among that small group while you keep control of the slot.
Ad Strength: what it tells you and what it does not
While you build the ad, Google shows an Ad Strength rating that runs from Poor through Average and Good to Excellent. It is easy to read this as a grade on your writing. It is not. Ad Strength is a completeness check on the inputs you have supplied: how many headlines you filled, how distinct they are from each other, and whether your copy includes the keywords in the ad group.
It updates instantly as you type, before a single impression has been served, which tells you it cannot be measuring performance. It is not a ranking factor and it is not Quality Score. Quality Score is calculated from real auction data and does affect what you pay. Ad Strength is a build-time hint.
Use it the way it is meant to be used. If it reads Poor, you almost certainly have empty slots or near-duplicate headlines, and that is worth fixing. Once it reads Good or Excellent, stop optimising for the label. An ad stuffed with keyword variants to push the rating up reads worse to the human deciding whether to click, and that human is the one who matters.
Asset performance labels: the report that actually matters
Once the ad has been running, open it in your account and look at the label next to each individual headline and description. This is asset reporting, and unlike Ad Strength it is built from real serving data.
- Learning: Google is still gathering data on this asset. Not a verdict. Leave it alone.
- Low: this asset performs worse than the others in the same ad. A candidate to replace.
- Good: performing in line with the rest of the set.
- Best: among the strongest performers in this ad. Keep it, and write more in the same vein.
Two things about these labels catch people out. First, they are relative, not absolute. An asset is rated against the other assets in the same ad, so if you replace every Low asset, some of the remaining ones will eventually be labelled Low in the new comparison. That is the ranking working, not your ad getting worse. Second, low-volume ads may show no labels at all, because Google needs enough impressions to separate the assets. If your ad group is small, expect to wait.
The workflow that follows is simple. Swap out Low assets for fresh ideas, keep the Best ones, leave anything still Learning untouched, and change only a few assets at a time so you can tell what caused the movement. Then wait. Editing resets the comparison, and results take a while to settle after any change.
Where RSAs fit in the account
This asset-level control is specific to Search campaigns. Performance Max uses asset groups and gives you far less visibility into which individual line is working, which is worth knowing before you choose between them.
